Unacceptable Proposal
A proposal judged to contain deficiencies which are so material as to preclude any possibility of upgrading to a competitive level except through major revisions and additions which would be tantamount to the submission of another proposal.

Undergraduate Scholarship Program UGSP  
The National Institutes of Health (NIH) Undergraduate Scholarship Program (UGSP) offers competitive scholarships to students from disadvantaged backgrounds who are committed to careers in biomedical, behavioral, and social science health-related research. The program offers:

  • Scholarship support
  • Paid research training at the NIH during the summer
  • Paid employment and training at the NIH after graduation

Underrepresented Group
Group underrepresented in biomedical research, such as people with disabilities, people from disadvantaged backgrounds, and racial and ethnic groups such as blacks or African Americans, Hispanics or Latinos, American Indians or Alaskan Natives, and Native Hawaiians and other Pacific Islanders.

Unobligated Balance
The amount of funds authorized under a Federal award that the non-Federal entity has not obligated. The amount is computed by subtracting the cumulative amount of the non-Federal entity's unliquidated obligations and expenditures of funds under the Federal award from the cumulative amount of the funds that the Federal awarding agency or pass-through entity authorized the non-Federal entity to obligate..

Unsolicited Proposal
"Unsolicited proposal" means a written proposal for a new or innovative idea that is submitted to an agency on the initiative of the offeror for the purpose of obtaining a contract with the Government, and that is not in response to a request for proposals, Broad Agency Announcement, Small Business Innovation Research topic, Small Business Technology Transfer Research topic, Program Research and Development Announcement, or any other Government-initiated solicitation or program.
