In the first level of review, Secondary and Tertiary Peer Reviewers are reviewers assigned to an application who:
- review the application;
- write and submit critiques and preliminary scores for the application;
- read critiques from other assigned reviewers; and
- are asked to limit their discussion of the application to comments that are additive to those offered by the primary reviewer.
